No, not those petty stuff like stealing cookies and milk from school cafeterias, bakeries and Haru's pantry. I mean real hard-core crimes like importing marijuana, terrorist bombings, hijacking planes and crashing them at buildings
Yeah, that's right, Cookie Monster was the cause of 9/11. If you look closely at the smoke clouds, you can see an image of Cookie Monster. That dastardly fiend there!!
Other crimes he committed were assisting criminals with their prison-breaks, donating cookies to charity, raiding lectures at UWS and ensuring that Parranoia doesn't get an anime club room this semester.
